History
The BMW 5 Series car was manufactured by BMW since 1972. It is currently in its seventh generation which is the G30 model.
The current model of 5 Series "G30" was unveiled in the fall of 2016, following to be introduced as a 2017 model year.

Here, I am talking about the previous model "F10" as it was the most successful version of 5 Series until the current model.
Prestige Automobile Pvt Ltd, 234-238, Pannipitiya Road, Battaramulla is the authorized Dealer for importing brand new BMW cars to Sri Lanka. In 2010 to 2012, Prestige imported mostly the Petrol 5 Series Cars with 6 cylinder engines such as 523i, 528i, and then 4 cylinder engines which is 520i and 528i which were introduced in 2011, and also 5 Series Active Hybrid.

In 2011, Sri Lankan government offered the government servant permit worth USD 25000, and Prestige could offer BMW X1 and 320d which are the entry level models. A Permit holder could buy a new car at a much lower price using this permit.
In 2012, government increased the value of the above permit upto USD 30000 (24000 Euro). The permit holders were mainly doctors, then senior lectures, high rank army officers etc. Prestige was fortunate to offer BMW 520d F10 model with USD 30000 permit, but with selected features which was not personalized to different individual needs, and Prestige could offer this at USD 30000 since they negotiated this special price with the German company promissing them the new orders in bulks.
Prestige Automobile sold BMW 520d cars under the permit from 2012 to 2016. This is where the new buyers would have to be cautious in purchasing a 520d from a 3rd party since Prestige sold 5 different versions of BMW 520d, and the resale value of these cars would be different according the different versions. If the new buyer is unaware of these facts, he or she might ended-up in paying a higher price for a lower featured version.
Below is the aproximate amount of 520d cars imported under the permit to Sri Lanka during 2012 to 2016 through the authorized dealer Prestige Automobile Pvt Ltd.

3# 2014 year manufactured 520d which is LCI model.
Generally a BMW model will be kept for 6 years until a Redesign is produced for the same Series, and in between this 6 year period, they produce a facelift / LCI ( Life Circle Impulse). With the LCI there are small changes of appearance, horse power etc.
5 Series facelift was manufactured after 2013 September Production to be introduced as a model year of 2014.
Permit offer was same in 2014 and 2015.

This is the same 520d LCI / Facelift as the 2014/15 but offered it with 3 more different features.

Rear Camera (with the other versions, it was only "PDC" - Parking Distance Control was offered.)
Multi Spoke Alloy wheels ( With previous offeres, only a standard alloy wheel set was offered).
During the whole permit era, a lot of businessmen used to purchase permits from the permit holders as the customs duty was much lower with a permit and the permit was transfereble after 2012. During 2012 to 2014, the average qouted price for a USD 30000 permit was around 1 million.
Total cost of the 520d car was based on;
exchange rate at the point of arrival of the car,
the cost of the permit,
later introduced transfer tax,
3rd party dealer margin if the car is ordered by an outside car sale for re-selling purpose,
changes of customs duty within 2012 to 2016 (ex. 100% to 103.5%, later it was more..) etc.
In 2012, total cost of a 520d for a permit holder was around 8.5mil with the lower exchange rate. If someone bought a permit, the cost was around 8.5mil plus another 1mil. In 2013 520d total cost was around 10 to 10.5mil. In 2014, it was around 10.5mil to 11.5mil.
Average permit price to the buyer was increased from 1mil to 1.5mil and 1.8mil in 2015, and around 2mil in 2016.
Let's see an aprx. costing of a 520d in June 2014 based on LKR 180 to Euro.
CIF value of 520d in LKR LKR 4,320,000.00

Duty: 100% on CIF LKR 4,320,000.00
Local Agency Fee LKR 1,680,000.00
(1.5m plus 12%vat)
Bank charges for LC LKR 180,000.00
(incl. LC confirmation)
Total cost to the Permit - LKR 10,500,000.00

If someone bought Permit LKR 1,000,000.00
Total cost to the buyer LKR 11,500,000.00.
Full customs duty percentage was for a 1995cc Diesel car aprx. 275% on the CIF Value, and the duty was aprx. 100% for the permit. Full duty percentage for a 1995cc Petrol car was aprx 185% from the CIF Value, but 100% with the permit, same as Diesel.
It was the main reason for Prestige Automobile Pvt Ltd to import only the Diesels under the permit to get the maximum duty benefit. When imported under a permit, both petrol and diesel duty was same in that time. It was much beneficial with a diesel.
In 2015, 520d total price was around 12.5mil, and around 13.5mil in 2016. With the outside dealers the same car was around 14.5m to 15mil with their margins considering their initial capital, risks of ordering if a duty increase occures etc. Authorized dealer cannot control the outside dealer selling price.
Lets see on what bases, the resale value is created.
# Year of Manufacture and the version
Ex: 2012, 2013, 2014 LCI, 2015 LCI, 2016 LCI
2014/15 520d M Sports package (only 4-5 units)
Features will be different in each versions.
You may be extreemly careful in selecting the
versions, as one could sell you a 2012
manufactured car as a 2013. The reason is order
process was 3 to 5 months. 2012 October production
car could have arrived to Sri Lanka in 2013, and it
is supposed to register as a 2013 car. You could pay
a higher price for car wich has lower features.
Original owner too might not aware of this
situation sometimes. Best thing is to check with the
Authorized Dealer.
# Mileage
Lower mileage is better, (but if a 2012 car has a
lower mileage around 6000km in 2020, you should
have to check the car.
# Proper service record with the agents
(This car should be serviced at each and
every 8000kms or within a year whichever
occures first).
# Brand New or Reconditioned (imported through
Authorized Agent)
All the above 1226 units were imported through the
the authorized dealer Prestige. Apart from this, there
would be few more 5 Series cars imported through
outside dealers after 2014.
Brand new, imported through authorized dealer has a
better value, but the outside cars had more features.
# Usage of the car / Proper maintenance
# White was the most demanded color, secondly
the Black, but there was no price change for colors
for the inetial orders.
# Diesel 520d or Petrol 5 Series
in 2011, Prestige sold Petrol 5 Series fully duty paid
cars in the range of 14.9mil to 25mil prior introducing
520d for the permit.
However higher resale value is set for the 5
Series "Diesel" cars due to higer customs duty when
ordering fully duty paid, higher torque, better fuel
consumtion etc.
If you wish to buy a used BMW, you could get an Inspection Report from the Authorized Dealer Prestige Automobile Pvt Ltd, Battaramulla. It would cost you aprx. LKR 9500.
You could be able to buy a used 5 Series F10 car ranging 8mil to 13.9mil at present.
